The Franklin Mountains provide a naturally beautiful backdrop for Viva! El Paso, which was created by Hector Serrano in 1978 as a musical pageant depicting four centuries of the El Paso's area history. INCLEMENT WEATHER POLICY, NO REFUNDS AFTER INTERMISSION.
